Who can make a complaint?

A complaint can be made by any person who receives a health, disability or aged care service (the service user). As a service user, you can also authorise someone you trust to complain on your behalf.

Guardians and parents can complain to the Commission on behalf of a protected person or a child. If a child is capable of managing their own complaint, Commission staff will speak to them to find out whether they agree with the complaint proceeding.

Complaints can also be made in the public interest. For this reason, health, disability and aged care service providers can complain to the Commission. A concerned member of the public who witnesses or is aware of a situation of concern in a health, disability or aged care setting can also lodge a complaint with the Commission.
